In a nutshell, the guidelines reaffirm the GDPR principles, which have made research more complex, while allowing derogations that will allow certain frameworks to benefit from enhanced access to research data (e.g., EHDS).
I think it is in the interest of all stakeholders to assess the terms of these guidelines and reply to the ongoing consultation.
