The official EC-evaluation process of the ERNs and their Full Members as per Commission implementing decision 2014/287/EU Art. 14-15 started officially on November 9th, 2022. The Implementing Decision 2014/287/EU requires that an Evaluation Body appointed by the Commission – the Independent Evaluation Body (IEB), should evaluate the Networks and their Full Members every five years.

The general objective of the evaluation process is to verify and assess:

• The fulfilment of the criteria and conditions set out in Delegated Decision 2014/286/EU
• The accomplishment of the objectives set out in Article 12(2) of Directive 2011/24/EU
• The outcomes and performance of the Network and the contribution of each Member
• The achievement of the objectives and quality of the deliverables produced within the ERNs Specific Grant Agreements (SGAs)

At HCP level, the HCP teams are required to do a self-evaluation and undergo a technical evaluation with online or on-site audit. A self-evaluation template for HCPs can be viewed here.

Timeline of the evaluation

According to the evaluation manual, the evaluation process will be implemented in 4 stages:

1. Preparatory steps of the evaluation process, that started November 11^th, 2022.
2. The self-evaluations by the HCP teams and ERN, starting the 19^th of December 2022.
3. The technical evaluation of HCP and ERN, which will start just after the self- evaluation.
4. The evaluation results, from the end of May until the beginning of September 2023.
